Chief of the Baku Police Department, police Major-General İsmayılov Akbar Majid

He was born in 1963 in Yerevan, Republic of Armenia. In 1988, he graduated from Vladimir Special Secondary Police School, and in 1997, he graduated from the Police Academy of the Ministry of Internal Affairs. He began to work in the internal affairs bodies from 1985 and held various responsible positions during this period.

He started to serve in the internal affairs bodies from 1985 and held various responsible positions in the operational service during this period. In particular, in 2005-2020, he served as the chief of the 16th PD of Baku city Narimanov DPD and the deputy chief on operational work of the same Department, the chief of Sumgayit CPD, the chief of Khatai and Yasamal DPDs, the chief of Ganja city MPD.

In November 2020, he was appointed chief of Baku City MPD.

He was awarded the medal “For Courage” by the order No. 1610, dated July 01, 2011 of the President of the Republic of Azerbaijan and the medal “For the Motherland” by the order No. 602 dated July 01, 2020 for his excellence in the fight against crime, protection of public order, ensuring public safety during mass events of international importance and the performance of special tasks.

By the order of the President of the Republic of Azerbaijan dated July 2, 2021, he was awarded the special rank of Major General of Police.

He is married and has 3 children.


Deputy chief of operations of the Baku city Main police Department, police Major-General Alakbarov  Vugar Hidayat

Born in 1975 in Babak region of Nakhchivan Autonomous Republic. In 2004, he graduated from the Police Academy of the MIA. Since 1998, he started serving in internal affairs bodies and during this period worked in various responsible positions.

In 2004-2009, he was a teacher at the “Theory of State and Law” department of the Police Academy, in 2009-2014, he was the head of the division and department at the Main Department for Combating Organized Crime, in 2014-2020, he served as the head of the Organizational-Inspection Department of the Baku City MPD.

In June 2020, he was appointed the deputy chief of the Baku City MPD, and in December – the deputy chief of operations.

On July 1, 2013, he was awarded the medal “For Courage” by the decree of the President of the Republic of Azerbaijan for his distinction in the fight against crime, protection of public order and the performance of special tasks.

By the decree of the President of the Republic of Azerbaijan dated July 01, 2022, he was given the special rank of police major general.

He is married and has 2 children.


Deputy Chief of the Baku City Main Police Department for Service, Police Major-General Safarov Sardar Suleyman
He was born in 1973 in Sumgait.


In 1994 he graduated from the Azerbaijan State Institute of Physical Culture, as well as the Gendarmerie Officers School of the Republic of Turkey in 1999, and the Police Academy of the Ministry of Internal Affairs in 2020.

From 1996 to August 2005, he served in the Internal Troops, holding major positions. In particular, he served in the military units of the Internal Troops of the Ministry of Internal Affairs as commander of a Specialised Designation Company of the Motorized Regiment, deputy commander and executive officer of a Specialised Designation Battalion of the Motorized Regiment.

Since 2005, he has started his career in the internal affairs bodies, including holding the positions of deputy company commander and company commander, as well as the Deputy Chief of the Public Security Division of the Baku Main Police Department and Chief of this division in 2019-2022.
Since February 2022, he has been appointed as Deputy Chief of the Baku City Main Police Department for service.

For professionalism demonstrated in the performance of his duties protecting the Azerbaijani statehood and ensuring public security, he was awarded the Order "For Military Merit" by the Decree of the President of the Republic of Azerbaijan dated on May 06, 2005.

By the Decree of the President of the Republic of Azerbaijan dated on July 01, 2013, he was awarded the Order "For Courage" for dedication to maintenance of public security and crime prevention.

On the occasion of the 100th anniversary of the Azerbaijani police and for special merits in the maintenance of public security and order in the Republic of Azerbaijan, in the crime prevention, as well as for operational commitment, he was awarded the Medal "For Motherland" by the decree of the President of the Republic of Azerbaijan dated on June 29, 2018.

He is married and has 3 children.
