About the rules of registration of the Azerbaijani citizens in the territory of the Republic of Azerbaijan according to place of residence and sojourn, their provision with appropriate identity and registration card and deregistration
Based on the Laws and other normative legal acts of the Republic of Azerbaijan “On identity card of the citizen of the Republic of Azerbaijan”, “On approval of the sample of the identity card of the citizen of the Republic of Azerbaijan”, “On Registration According to the Place of Residence and Sojourn”, the citizens in the territory of the Republic are registered according to the place of residence and sojourn by Registration and Identity Card Services of territorial police agencies and they are duly given the following special documents.
1. Identity card issued to the persons under the age of (no photo)
2. Identity card issued to the persons above the age of 16.
During registration of the citizens of the Republic of Azerbaijan for the first time according to the place of residence and their provision with identity card, the following documents are required
A) Application form (application No. 1 and No. 2)
B) Birth certificate and reference about the blood group of the citizen below the age of 16.
C) Apart from the above-mentioned, medical certificate about the colour of eyes, height of the citizen below the age of 16, 3 (three) colour photographs taken from the same negative only from front in size of 25 mm x 30 mm and shot without head-dress in appearance and features (glasses, beard, moustache etc.) characteristic of him/her;
D) Receipt on the payment of the state duty (1 (one) manat for identity card). If they have been released from the payment of state duty in the manner prescribed, then the copy of the document confirming this fact. If the citizens pay 10 (ten) manats state duty in the manner prescribed by law, they may be given identity cards within 3 (three) working days.
E) If the person receiving identity card is married, marriage certificate, if divorced then certificate of dissolution of marriage;
F) Reference of the foreigners and stateless persons accepted to the citizenship of the Republic of Azerbaijan, as well as the persons with restored citizenship issued by the State Migration Service of the Republic of Azerbaijan;
G) Reference of the persons, released from prison, issued by these enterprises on release;
H) Extract from the State Registration of real estate issued by the State Registration Service or lease or tenant contract duly concluded between lesser or hiring person and lessee or tenant.
- The order that gives ground for the movement to the place of residence or other document stipulated by the legislation of the Republic of Azerbaijan.
- Application of the person giving residential area to the citizen.
Note: The citizen changing the place of residence must contact the territorial police agency no later than 10 (ten) days upon arriving at new place of residence.
Apart from the above-mentioned documents for registration according to the new place of residence, identity card is also required (personal identity document with old sample from those not provided with the identity card).
Military servicemen (except for the urgent military servicemen) are registered according to place of residence in general order.
Until military servicemen, not provided with the apartment and in military service, and their family members are provided with the apartment, they will be registered in the area where the military unit is located on the basis of application-letter of the command of military unit by the registration and identity card service of the territorial police department.
Note: For registering and receiving identity card for the first time, the citizens reaching 16 must contact the registration and identity card service of the territorial police department with one of their parents or legal representatives.
For the registration of persons without full action capability, the mentally ill and mentally deficient persons and their provision with identity card, documentation is carried out with the presence of his/her relatives or legal representatives. In case such persons are in neuropsychiatric diseases dispensary or other compulsory treatment enterprises, they are given the identity card after leaving those compulsory treatment centres.

NOTE: In accordance with Article 331 of the Administrative Code of the Azerbaijan Republic the loss or intentional damage to a passport and identity card results to a fine of 30 manat.
