Extended board conference dedicated to finals of fight against the crime, maintainance of public order and provision of public security for the first half of 2018 and forthcoming tasks, was held on July 14 in Ministry of Internal Affairs. Dear memories od police officers Ilgar Balakishiyev and Samad Abbasov who became martyrs while they were performing their official duties in order to prevent effort on violation of public order in Ganja by a group of radical, religious extremists on July 10, were commemorated in a minute’s silence with offer of Minister of Internal Affairs, Colonel-general Ramil Usubov who opened the meeting with his introduction speech. The Minister informed that positive results obtained in previous times were improved much more in six months of this year, criminogenic situation was under control, provision of public order and security and the forthcoming tasks are done quite well during president elections, as well as “2018 Formula 1 Azerbaijan Grand Prix”, held in our country. He mentioned with satisfaction that the head of the state overestimated the role of police in fight against the crime, , and provision of rule of law, human rights and freedom in his congratulation addressed to personnel on the occasion of 100th anniversary.
At the same time, it was particularly noted that activity of bodies of internal affairs was overestimated by the honorable head of the state due to eliminating the dissensions of the accident happened in “Azerbaijan” Thermal Power Plant in Mingachevir on July 3 and maintenance of public security.
Then, First Deputy Minister of Internal Affairs, Police General-Lieutenant Vilayat Eyvazov, who made detailed report, noted that 12.844 crimes were recorded over all state bodies that are subject to intelligence and investigational operations in the period of report, 93.8percent of them were illegal deeds investigated by internal affairs and prosecution authorities, 89.4percent was less serious crimes which did not generate great public danger, and only 106 percent of them was felonies.
It was noted that positive tendencies in crime dynamics have improved over the last 6 months as a result of the strengthening of preventive work, uninterrupted monitoring of criminogenic situation. The number of crimes decreased by 3.4 percent, as well as serious and particularly serious types -28.6, deliberate serious damage of health -2.9, crimes against property -14, burglary- 7.1, robbery -12.7, traffic accidents -5, death toll 1.3 and injured people in accidents- by 8.3 percent.
Crime disclosure was 86.4 percent, improving with investigative actions and operational measures conducted professionally on restoring the violated rights of victims of criminal deals in the reporting period. Furthermore disclosure of serious and especially serious crimes increased by 2.1 percent, disclosure of crimes against personality 0.6, disclosure of criminal attempts 1.8, disclosure of burglary - 2.6, disclosure of carjacking-128 percent in comparison with six months of 2017. As a result of investigation procedures and operational measures conducted jointly with the procuracy authorities, 188 crimes were disclosured belonging to previous years.
The First Deputy Minister who spoke about importance of applying information technologies in prophylaxis of illegal affairs and fight against the crime, noted that 967 crimes were revealed, 5.153 illegal affairs were prevented and 1993 criminal proceedings were opened as a result of timely application of the operational procedures and plans according to the data entered “102” Call center.258 crimes were disclosured, 9413 traffic accidents were revealed and in 246 cases the pedestrians were hitted by cars, and 52 vehicles were stopped via “Safe City” service.
Providing necessity of charging related to crime was brought under control, results of search reached to 57,4 percent by improving 2 percent.
The reporter noted that 441 people, as well as 47 groups that committed serious and specially-serious crimes were rendered harmlessly, and 82 people, who kept and carried firearms illegally, were prosecuted as a result of the operational-research measures carried out against organized crime during 6 months.
As the measures related to fight against drug trafficking that is one of transnational organized crimes were effective, 734,4 kg drug were taken from the criminals according to the 1708 facts defined in trafficking area, as well as 525 facts related to sales, so it is 131 kg more in comparison with 6 six months of the last year. 78,8 tons hemp and poppy seed bushes, which were cultivated illegally and grew wild, were detected and destroyed as a result of the measures started from May of the current year on the basis of special plan.
It was noted that the cases done on relevant legislative acts and National Performance Plan are continued consistently in fight against human trafficking, 105 crimes of human trafficking were detected, 8 criminal gangs consisting of 18 people were rendered harmless, 17 people were brought to justice within investigation of the criminal matters started on the basis of these facts, as well as re-socialization of 66 people who were victim of human trafficking was provided.
Then, Police general–lieutenant V. Eyvazov said that compensation of financial damage of state, legal and physical entities, appeared during the investigation reached to 88,3 percent by increasing 14,6 percent.
Thanks to the preventive measures conducting to maintain the traffic security that is one of the main directions of the activity, positive tendencies of the previous years were maintained in dynamics of traffic incidents, and detecting of violation against traffic rules reached to 1.619.718 administrative offences by improving 4,1 percent. It was noted that protection of 16.201 objects, as well as 6.591apartments by protection agencies of police and the number of objects connected to central protection stations increased in last 6 months, and 52 people were arrested by preventing 128 burglary cases in these objects, as well asother 98 people whocommitted 88 crime in service route were detected.
In the report it was noted that in the Internal Troops the measures related to increase of troop duty preparation, organization of mobilization, firming military discipline, and strengthening the logistics provision and social protection of personnel are carried out systematically,. It was stressed that program tasks and necessary organizational-operational measures set by the President of the state in the field of accepting the citizens and considering their applications, were executed under individual control of the Minister of Internal Affairs in the first part of the year, acception of 805 citizens including 156 in different cities and regions of the republic by giving information through mass media was implemented by the leadership of ministry, most of the submitted cases were solved positively and the number of complains entered MIA decreased 18,4 percent.
The heads of different structural bodies, city and region police bodies gave information about the work done and forthcoming tasks on elimination of existing deficiencies during the speeches related to the report.
In his closing speech the minister mentioned that today's staff meeting coincides with a remarkable event, 49 years ago on July 14 national leader Heydar Aliyev was elected as head of state for the first time, and socio-political stability was founded, socio-economic development increased rapidly and authority of our country was established in the world after the great leader’s return to supreme power in Azerbaijan. Ramil Usubov who said that in the stability and peace in our republic were restored, fight against the crime was carried out resolutely, radical reforms were made in all areas of the society as a result of joint and purposeful activity of law enforcement and security bodies under the leadership of the great leader, specifically stressed that all successes achieved are related to union between people and government in Azerbaijan and nothing can weaken it.
Then Minister of Internal Affairs noted that operational service activity was completely satisfactory, the tasks determined in accordance with law were done, the employees and servicemen are distinguished with their high professionalism on fight against the crime and keeping public order in the reporting period as well as currently maintainance of internal stability and tranquility is prolonged successfully joint with law enforcement bodies.
The minister who called the board participants to pay attention to important problems which need to be solved gave tasks and advice, demanded that fight against religious extremism as well as illegal drug trade and crimes against property will be strengthened, opportunities of information recourses will be used maximally in fight against the crime, moral-physiological work done among the employees shall be prolonged reasonably and right police thinking shall be formed in them.

The Minister of Internal Affairs assuredly noted that hereafter the manpower will fulfill more responsibly tasks set by the President of Azerbaijan Republic Mr Ilham Aliyev in fighting against crime and keeping public order and safety as well as his orders and instructions related to firming rule of law and lawfulness and improving operation and service activity, will not deny their power and ability in maintaining stability, peace, interests of legal and physical entities from illegal actions, and will finish the current year with high indicators.
Then a splendid ceremony, dedicated to the conferment of state rewards to a group of police employees on the occasion of 100th anniversary of establishment of Azerbaijani Police and 2 police officers (after death) who martyred heroically in the fights against the violation attempts of public order on July 10 in Ganja, was held. Firstly, the Minister gave Azerbaijan Flag Orders to the children of police officers, martyred during execution of their official duties – Ilgar Balakishiyev and Samad Abbasov in accordance with instruction of the President of Azerbaijan Republic Ilham Aliyev and wished them to go ahead in the path of their fathers and bring up as decent men to the Motherland.
Afterwards high rewards were conferred to a group of employees awarded by our honorable President on the eve of 100th anniversary of Azerbaijani Police.
Minister R. Usubov tendered his thanks to the President of the state as he always overestimated intensive and selfless labor of the personnel and awarded two police officers, martyred heroically on July 10 in Ganja and stressed that high care and attention encourages all employees of the Ministry of Internal Affairs and set additional responsibilities for them. He also assuredly noted that Azerbaijani Police will executive their duties decently and serve to the native land, nation and the President more loyally.
